చరిత్ర యొక్క గాయం
రణబాలి movie చూసినప్పుడు మీకు కళ్ళు తడవడానికి కారణం ఏమిటో తెలుసా? ఆ screen మీద కనిపించే ఆకలి, ఆ గొంతులు ఎండిపోయిన రైతులు, ఆ నేల పగిలిపోయిన దృశ్యాలు, అవన్నీ fiction కాదు. అది మన Rayalaseema యొక్క documented చరిత్ర.
1876 నుండి 1878 మధ్య జరిగిన Great Famine of 1876-78 లో Bellary, Cuddapah, Kurnool, Anantapur అనే నాలుగు districts లో దాదాపు 7 Lakh మంది మరణించారు. ఆ numbers చదివినప్పుడు అర్థం కాదు. కానీ ఒక్కసారి ఇలా ఆలోచించండి: నేటి Kadapa district population దాదాపు 30 Lakh. అంటే 150 Years క్రితం, ఈ నేల మీద జీవించిన వారిలో పావు వంతు మంది ఒక్క drought వల్ల, ఒక్క colonial policy వల్ల మాయమైపోయారు.
British Raj చేసిన నేరం
ఇది కేవలం drought వల్ల జరిగిన tragedy కాదు. ఇది manufactured disaster అని చరిత్రకారులు స్పష్టంగా చెప్తున్నారు.
British Raj అమలు చేసిన Ryotwari System కింద, ప్రతి రైతు తన పొలం నుండి నేరుగా colonial government కి fixed land revenue చెల్లించాల్సి వచ్చేది. పంట పండినా, పండకపోయినా revenue మాత్రం mandatory. దీని వల్ల drought సీజన్ లో farmers తమ grain reserves అమ్మేసుకుని tax కట్టాల్సిన situation వచ్చింది. Granaries ఖాళీ అయ్యాయి, తినడానికి ఏమీ మిగలలేదు.
అంతకంటే painful విషయం ఏమిటంటే, ఆ drought సమయంలో కూడా British government India నుండి grain exports ఆపలేదు. Nationwide దాదాపు 8.2 Million మంది మరణించారని Maharatna estimate, మరికొందరి estimate ప్రకారం 10.3 Million వరకు చనిపోయారు. కానీ British officials “market interference” చేయడం appropriate కాదని argument చేస్తూ relief ని delay చేశారు.
50 Years తర్వాత: Numbers మాట్లాడతాయి
ఇప్పుడు 2026. రాజకీయాలు మారాయి, governments మారాయి, కానీ Rayalaseema drought vulnerability పూర్తిగా మారిందా? Acharya N G Ranga Agricultural University scientists నిర్వహించిన comprehensive study ఒక కఠినమైన నిజం చెప్తోంది:
Anantapur district drought vulnerability index ఇప్పటికీ 1.0, అంటే maximum sensitivity. Chittoor 0.96, Kadapa 0.71, Kurnool 0.67 తో high vulnerability category లో ఉన్నాయి. ఇవి 2025 నాటి official research figures, 150 Years క్రితం famine hit చేసిన అదే districts.
Water కి వస్తున్న Hope: Handri-Neeva Lifeline
కానీ ఇక్కడ genuinely good news కూడా ఉంది.
2025 October లో Water Resources Minister Nimmala Ramanaidu ఒక historic announcement చేశారు. Handri-Neeva Sujala Sravanthi project కింద 517 irrigation tanks లో 299 tanks కి Krishna water చేరిందని, వాటిలో 174 tanks completely filled అయ్యాయని confirm చేశారు. ఇది చిన్న విషయం కాదు. Krishna River నీళ్ళు 738 Kilometers travel చేసి Kuppam వరకు వెళ్ళడం, ఇది engineering చరిత్రలో Rayalaseema కి ఒక landmark moment.
ఈ project కోసం government ఇప్పటి వరకు Rs 3,850 Crore పైగా invest చేసింది. Phase 2 కింద Madakasira branch canal complete అయితే Hindupur, Madakasira, Penukonda constituencies కి కూడా irrigation water వస్తుంది. Galeru-Nagari canal works కి కూడా tenders జరిగాయి. Veligonda Project completion కి June 2026 deadline set చేయబడింది.
కానీ పని పూర్తి కాలేదు
ఈ numbers celebrate చేసుకోవడం అవసరం, కానీ అంతే అవసరం honest గా మిగిలిన problems చూడడం.
517 tanks లో 299 tanks మాత్రమే filled అయ్యాయి అంటే, 218 tanks ఇంకా dry గా ఉన్నాయి. Anantapur tail-end mandals, Kurnool dry zones కి water చేరడానికి ఇంకా time పడుతుంది. Handri-Neeva project, Galeru-Nagari canal works, Veligonda project అన్నీ ఒకేసారి pending completion stages లో ఉన్నాయి. AP government 2026 January లో release చేసిన PPT లో కూడా previous government neglect వల్ల irrigation projects delayed అయ్యాయని officially acknowledge చేసింది.
Drought vulnerability study స్పష్టంగా చెప్పింది, cropping intensity ఇప్పుడు 126 Percent గా ఉంది కానీ ఇది monsoon performance మీద heavily dependent గా ఉంది. Irrigation infrastructure complete అయ్యే వరకు, rain fail అయితే Anantapur farmer ఇంకా vulnerable గా ఉంటాడు.
